I got here from a search for "menu bar missing gnome ubuntu 9.04". There's a thread in the Ubuntu support forums on this subject: http://ubuntuforums.org/showthread.php?p=7789371

I'm post #15 there. I was able to get the menu bars back by working through the steps outlined there, but I don't know why they went away just yet or what can be done to prevent me having to run the gone-panel command every time I reboot. Fortunately Jaunty seems to be stable enough to not require a reboot, but this was a heck of a baffling problem.
